Cecil Allen Moore is a road-built outlaw country artist who never came up through Nashville and never needed to. Born and raised in Chattanooga Tennessee, he cut his teeth under the name Peewee Moore, earning his place the hard way—night after night in honky-tonks, biker rallies, backroom bars, and long stretches of highway that don’t show up on any map. 

For Moore, outlaw country isn’t a style or a revival—it’s a lived tradition. He comes out of the same current that produced artists like Waylon Jennings and Willie Nelson, and he carries a direct line to that world through his work with David Allan Coe and shared stages with figures including Billy Joe Shaver and Kris Kristofferson. His career has never been built on industry backing—only miles, songs, and the respect of those who know the difference. 

Touring internationally for decades, Moore has played everywhere from Southern barrooms to stages across Europe, carrying the sound and spirit of outlaw country far beyond its roots. His songs reflect that life as it’s actually lived—gritty, unpolished, and grounded in real places, real people, and the cost of staying independent. 

Beyond the stage, Moore has also taken outlaw country into academic spaces, contributing to discussions and lectures on the genre, including work with institutions such as the University of St Andrews in Scotland. In doing so, he bridges two worlds rarely connected: the lived experience of a working outlaw musician and the scholarly effort to understand the movement he represents. 

Cecil Allen Moore isn’t part of a revival, and he’s not chasing one. He’s one of the few still out there doing it the way it was meant to be done—on his own terms, on the road, and without asking permission.
